International Online Education

While the University of Hawaiʻi is authorized by law to provide education in the State of Hawaiʻi, the University of Hawaiʻi has not sought authorization to provide education in other countries. Thus, there may be unintended tax and regulatory consequences to students in other countries as well as the University of Hawaiʻi. Until the University of Hawaiʻi is authorized to provide education in that specific country, such international online education is not encouraged. Before pursuing offering an online program or online courses to students in foreign countries, please seek assistance from Legal Counsel.

Blocked Countries

To comply with U.S. export control regulations, UH does not currently offer online programs and courses to individuals located in the following areas*:

  • Cuba
  • Iran
  • North Korea
  • Sudan
  • Syria

*This list is subject to change as sanctions change and is added over time. Therefore, this list may not be fully exhaustive and an up-to-date list may be found at the Office of Export Control's website.
