This baccalaureate program delivered through Distance Education has been established as a transfer program for students who have completed the first two years of coursework (freshman and sophomore) in-person or online at UH Mānoa, from a community college in the UH system or from an accredited institution outside of the UH System.

The Bachelor of Education in Special Education program allows candidates to earn their bachelor's degree along with teacher licensure in special education. The Mild/Moderate (6-12) specialization track for those looking to become special education teachers in middle and high schools. This cohort program is offered statewide and is a series of coursework taken as the final two years of the bachelor's degree in education.

Funding may be available to cover almost all tuition costs in return for teaching at least three years as a special education teacher in Hawaii public schools after graduation.
